2. การพัฒนาระบบคุ้มครองทรัพย์สินทาง ปัญญาทั้งในประเทศและต่างประเทศ และกำ หนด มาตรการป้องปรามการละเมิดทรัพย์สินทางปัญญา
2.1 การประชุมคณะกรรมการนโยบายทรัพย์สิน ทางปัญญาแห่งชาติ เพื่อให้การดำ เนินงานของหน่วยงาน ที่เกี่ยวข้องกับทรัพย์สินทางปัญญา ในด้านการสร้างสรรค์ การใช้ประโยชน์ การคุ้มครอง การปราบปรามการละเมิด การพัฒนาบุคลากรและการเงินการคลัง ให้มีการดำ เนิน งานที่สอดคล้องและสร้างแรงจูงใจให้แก่ผู้สร้างผลงานนำ ไป สู่การพัฒนาองค์ความรู้ นวัตกรรม และเทคโนโลยี รวมทั้ง สร้างภาพลักษณ์ที่ดีให้กับประเทศ รวม 3 ครั้ง รวม 120 คน
2.2 งานด้านสิ่งบ่งชี้ทางภูมิศาสตร์ – ประชุมสิ่งบ่งชี้ทางภูมิศาสตร์โลก (Worldwide Symposium on Geographical Indications 2013) โดย สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี เสด็จ พระราชดำ เนินทรงเป็นประธานเปิดงาน เพื่อส่งเสริมการนำ องค์ความรู้ของท้องถิ่นหรือชุมชนด้านสิ่งบ่งชี้ทางภูมิศาสตร์ ในการนำ มาต่อยอดสร้างมูลค่าเพิ่มให้สินค้าสิ่งบ่งชี้ทาง ภูมิศาสตร์ของไทย และแสดงศักยภาพการเป็นผู้นำ เรื่องสิ่ง บ่งชี้ทางภูมิศาสตร์ (champion country) ในภูมิภาคเอเชีย ตะวันออกเฉียงใต้ มีผู้เข้าร่วมงานมาจากประเทศสมาชิก 63 ประเทศ รวม 350 คน
– รับมอบประกาศขึ้นทะเบียนข้าวหอมมะลิ ทุ่งกุลาร้องไห้ของไทยในสหภาพยุโรป ณ กรุงบรัสเซลส์ สาธารณรัฐเบลเยี่ยม ประเทศไทยได้รับมอบประกาศ การขึ้นทะเบียนข้าวหอมมะลิทุ่งกุลาร้องไห้ ของไทย เป็น สินค้าสิ่งบ่งชี้ทางภูมิศาสตร์: Geographical Indication หรือ GI ในสหภาพยุโรป (EU) จากประธานกรรมาธิการสหภาพ ยุโรป ซึ่งเป็นสินค้าข้าวรายแรกในอาเซียนที่ได้รับการขึ้น ทะเบียนสิ่งบ่งชี้ทางภูมิศาสตร์ในสหภาพยุโรป
– จัดนิทรรศการและกิจกรรมเฉลิมพระเกียรติ พระบาทสมเด็จพระเจ้าอยู่หัวด้านทรัพย์สินทางปัญญา ในแนวคิด “น้ำ พระทัยจากฟากฟ้า แผ่ผ่านแผ่นดิน สู่ห้วงนที สีคราม” ที่แสดงถึงการบริหารจัดการทรัพยากรน้ำ การพัฒนา พื้นดินและอาชีพ โดยการคิดค้นนวัตกรรมหรือโครงการ ต่างๆ ที่ได้รับการจดทะเบียนทรัพย์สินทางปัญญา เช่น ฝนหลวง เครื่องกลเติมอากาศที่ผิวน้ำ หมุนช้าแบบทุ่นลอย หรือ กังหันน้ำ ชัยพัฒนา กระบวนการปรับปรุงสภาพ ดินเปรี้ยวเพื่อให้เหมาะต่อการเพาะปลูก หรือ โครงการ แกล้งดิน และการใช้น้ำ มันปาล์มบริสุทธิ์เป็นเชื้อเพลิงสำ หรับ เครื่องยนต์ดีเซล หรือ ไบโอดีเซล มีผู้เข้าร่วม จำ นวน 500 คน
จัดนิทรรศการแสดงผลงานสินค้าสิ่งบ่งชี้ทาง ภูมิศาสตร์ไทยทั้งในประเทศและต่างประทศ เพื่อ ประชาสัมพันธ์และขยายช่องทางการจำ หน่ายสินค้าสิ่งบ่งชี้ ทางภูมิศาสตร์ไทยในตลาดต่างประเทศ เช่น ข้าวหอมมะลิ ทุ่งกุลาร้องไห้ที่ได้รับการขึ้นทะเบียนสิ่งบ่งชี้ทางภูมิศาสตร์ ในสหภาพยุโรป รวม 6 ครั้ง ในประเทศ เช่น งาน “มหกรรม ข้าวไทย ไร้สารพิษ เพื่อคนไทยและตลาดโลก และงานวัน ข้าวและชาวนาไทยปี 2556 ในต่างประเทศ ได้แก่ ประเทศ นิวซีแลนด์ สิงคโปร์ กรุงปักกิ่ง สาธารณรัฐประชาชนจีน และ ฝรั่งเศส มีผู้เข้าร่วม รวม 2,550 คน
– ให้บริการรับขึ้นทะเบียนสิ่งบ่งชี้ทางภูมิศาสตร์ จำ นวน 2 คำ ขอ ได้แก่ ชามไก่ลำ ปาง จังหวัดลำ ปาง และ ปลาแรดลุ่มน้ำ สะแกกรังอุทัยธานี จังหวัด อุทัยธานี
2. Development of Schemes for Protecting Intellectual Property in Thailand and Elsewhere and Measures for Suppression of Intellectual Property Infringement
2.1 Meetings of the National Committee on Intellectual Property Policies. The National Committee on Intellectual Property Policies met on 3 occasions to ensure uniformity of work operation of agencies concerned with intellectual property in connection with the creation, exploitation and protection of intellectual property, the suppression of intellectual property infringement and the development of personnel as well as finance administration. The meetings were also intended to build incentives for creating intellectual property works leading to the development of knowledge, innovation and technology as well as a good reputation of the country. These meetings had the total audience of 120 people.
2.2 Work in relation to Geographical Indications – Worldwide Symposium on Geographical Indications 2013. The Department of Intellectual Property organised the Worldwide Symposium on Geographical Indications 2013, the opening of which was most graciously presided over by HRH Princess Sirindhorn, as a forum for promoting the exploitation of local geographical indications (GI) to create added value for Thai products and creating public awareness of GI champion countries in the ASEAN region. The symposium had extensive participation by 350 people from 63 countries.
– Certificate of Registration of the Hom Mali (Jasmine) Rice of the Thung Kula Rong-Hai Paddy Field in the European Union. Thailand was, in Brussels, Belgium, conferred upon a certificate of registration of the Hom Mali Rice of the Thung Kula Rong-Hai Paddy Field as a geographical indication (GI) in the European Union. The certificate was presented by President of the European Commission. In effect, it is the first rice from ASEAN to be registered as a GI product in the European Union.
– Exhibition and Activities in Honour of His Majesty the King’s Genius in Intellectual Property. The Department of Intellectual Property organised this Exhibition and activities under the theme “The Royal Good Heart from the Sky to the Land and the Blue River”, which depicts His Majesty the King’s genius in the management of water resources as well as the development of soils and occupations through His Majesty’s various innovations and projects for which registration has been made for the protection of the royally created intellectual property, for instance, the rain-making process, the Chaipattana low surface aerator (Model RX-2), the soil treatment process for modification of acidic soil into soil suitable for agricultural cultivation (the so-called “soil bullying project”) and the process for producing biodiesel from pure palm oil. This grand event was attended by 500 participants
Exhibitions of Thai and Foreign GI Products. The Department of Intellectual Property held these exhibitions on 6 occasions for disseminating, and expanding marketing channels for, GI products of Thailand in foreign countries such as the Hom Mali (Jasmine) Rice from the Thung Kula-Rong-Hai Paddy Field, for which a geographical indication has been registered in the European Union. The exhibitions held in Thailand included the “Poison-Free Thai Rice for Thais and the World Market” Festival, and the “Rice and Rice Farmers’ Day 2013” while the exhibitions outside Thailand were held in New Zealand, Singapore, Beijing and France. The Exhibitions had the total audience of 2,550 participants.
Registration of Geographical Indications. The Department of Intellectual Property approved 2 applications for registration of geographical indications, namely, the registration for the chicken-pattern bowls from Lampang (Lampang Province) and the registration for Giant Gourami fishes from the Sagaegrang River (Uthai Thani Province).
