2538/1995ไทยเข้าเป็นภาคีองค์การ การค้าโลก (WTO) และ ต้องให้ความคุ้มครอง ทรัพย์สินทางปัญญาตาม มาตรฐานของความตกลง ทรัพย์สินทางปัญญาที่ เกี่ยวกับการค้า (TRIPS Agreement) ซึ่งเป็น มาตรฐานการคุ้มครอง ทรัพย์สินทางปัญญาขั้น ต่ำ ที่ประเทศสมาชิก WTO ต้องปฏิบัติตาม • Thailand becomes a member of the World Trade Organisation (WTO) and is bound to protect intellectual property in accordance with the minimum standards set forth in the Agreement on Trade-Related Aspects of Intellectual Property Right.

2549/2006 • สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ทรง เป็นองค์ประธานเปิดงานสัมมนาระดับภูมิภาคอาเซียน เรื่อง “สิ่งบ่งชี้ทางภูมิศาสตร์ : ดินแดนแห่งการสืบสาน วัฒนธรรมประเพณีและโอกาสทางการค้า” (Geographical Indication : Lands of tradition and opportunities) เมื่อวัน ที่ 28 มิถุนายน 2549 ณ โรงแรมอิมพีเรียล ควีนส์ ปาร์ค กรุงเทพฯ ซึ่งกระทรวงพาณิชย์ โดยกรมทรัพย์สินทาง ปัญญา ร่วมกับคณะกรรมาธิการ สหภาพยุโรป เป็นผู้จัด • การจัดทำ แผนปฏิบัติงานความร่วมมือระหว่างไทยและ ฝรั่งเศสในเรื่องการคุ้มครองสิ่งบ่งชี้ทางภูมิศาสตร์ • จัดตั้งศูนย์ทรัพย์สินทางปัญญา เมื่อวันที่ 6 ตุลาคม 2549 ปัจจุบัน คือ สำ นักบริหารจัดการทรัพย์สินทางปัญญา โดย มีฐานะเทียบเท่ากอง • ASEAN Regional Conference on Geographical Indications : Lands of Traditions and Opportunities, organised by the Ministry of Commerce (Department of Intellectual Property) in association with the European Commission on 28th June 2006 at the Imperial Queen’s Park, Bangkok, auspiciously graced by the presence of HRH Princess Maha Chakri Sirindhorn, who presided over its opening ceremony • Preparation of an action plan for the Franco-Thai cooperation on geographical indications protection • Establishment, on 6th October 2006, of Intellectual Property Centre, which is now the Intellectual Property Management Office, as the Department’s internal body ascribed a status equivalent to a Division

2551/2008 ประเทศไทยเข้าเป็นภาคีอนุสัญญา กรุงปารีสว่าด้วยการคุ้มครอง ทรัพย์สินอุตสาหกรรม (Paris Convention the Protection of Industrial Property) เมื่อวันที่ 2 สิงหาคม 2551 • บันทึกความตกลงว่าด้วยความ ร่วมมือปฏิบัติงานการป้องกัน และปราบปรามยาที่ละเมิด ทรัพย์สินทางปัญญา ลงวันที่ 14 กุมภาพันธ์ 2551 ระหว่าง หน่วยงานภาครัฐและภาคเอกชน จำ นวน 5 หน่วยงาน • Accession by Thailand to the Paris Convention on the Protection of Industrial Property on 2nd August 2008 • Conclusion of a Memorandum of Understanding on Cooperation in connection with the Prevention and Suppression of Infringing Pharmaceutical Products, dated 14th February 2008, signed by 5 public and private agencies
2552/2009 ประเทศไทยเข้าเป็นภาคีสนธิสัญญาความร่วมมือด้านสิทธิบัตร (Patent Cooperation Treaty) เมื่อวันที่ 24 ธันวาคม 2552 และเริ่มรับคำ ขอระหว่างประเทศ ตามสนธิสัญญา PCT • ประเทศไทยเข้าเป็นภาคีสมาชิกของระบบ PCT (Patent Cooperation Treaty) หรือ สนธิสัญญาความร่วมมือด้านสิทธิบัตร โดยเป็นสมาชิกลำ ดับที่ 142 • จัดตั้งสำ นักงานรับคำ ขอสิทธิบัตรระหว่างประเทศ (International Application Receiving office) และเป็นวันที่สำ นักงานฯ เริ่มรับคำ ขอสิทธิบัตรระหว่างประเทศ • การจัดทำ บันทึกความเข้าใจระหว่างอาเซียน กับสาธารณรัฐประชาธิปไตยประชาชน จีน เรื่องความร่วมมือด้านทรัพย์สินทางปัญญา • แต่งตั้งคณะกรรมการนโยบายทรัพย์สินทางปัญญาแห่งชาติ โดยมีนายกรัฐมนตรี เป็นประธาน มีอำ นาจหน้าที่กำ หนดนโยบายและยุทธศาสตร์ด้านการป้องกันและ ปราบปรามการละเมิดทรัพย์สินทางปัญญา • Accession by Thailand, on 24th December 2009, to the Patent Co-operation Treaty (PCT) and commencement of the Department’s reception of international applications under the PCT • The status of Thailand as the 142nd Contracting State the Patent Cooperation Treaty • Establishment of the International Application Receiving Office for receiving international applications under the PCT • Conclusion of a Memorandum of Understanding between ASEAN and the People’s Republic of China on Co-operation in the Field of Intellectual Property • Setting up the National Intellectual Property Policy Committee, chaired by Prime Minister, in charge of determining policies and strategies in connection with the prevention and suppression of intellectual property infringement

2554/2011 • ระเบียบสำ นักนายกรัฐมนตรีว่าด้วยกองทุนเศรษฐกิจสร้างสรรค์ พ.ศ. 2554 มีผลบังคับใช้เมื่อวันที่ 5 มีนาคม 2554 • กรมทรัพย์สินทางปัญญา เข้าร่วมเป็นส่วนหนึ่งของคณะทำ งานความร่วมมือด้านทรัพย์สินทางปัญญาอาเซียน (ASEAN Working Group on Intellectual Property Cooperation – AWGIPC) ซึ่งเป็นเวทีหารือแลกเปลี่ยนความร่วมมือด้านทรัพย์สินทางปัญญา ระหว่างกลุ่มประเทศอาเซียน และเตรียมความพร้อมการเข้าสู่การเป็นประชาคมเศรษฐกิจอาเซียน ในการนี้ ไทยได้ร่วมกับอาเซียน จัดทำแผนปฏิบัติการด้านทรัพย์สินทางปัญญาของอาเซียน ปี 2554 – 2559 (ASEAN IPR Action Plan 2011 – 2015) • แต่งตั้งคณะกรรมการนโยบายทรัพย์สินทางปัญญาแห่งชาติ โดยมีนายกรัฐมนตรีเป็นประธาน มีอำ นาจหน้าที่กำ หนดนโยบาย และยุทธศาสตร์ด้านการป้องกันและปราบปรามการละเมิดทรัพย์สินทางปัญญา • จัดทำ หลักสูตรบริการจัดการทรัพย์สินทางปัญญาสำ หรับระดับอาชีวศึกษาและอุดมศึกษา พิธีส่งมอบให้แก่หน่วยงานต่างๆ เมื่อวันที่ 2 พฤษภาคม 2554 • จัดทำ บันทึกข้อตกลงความร่วมมือในการพัฒนางานด้านทรัพย์สินทางปัญญาที่เกี่ยวกับวิทยาศาสตร์เทคโนโลยี และนวัตกรรม (MOU) ระหว่างสำ นักงานพัฒนาวิทยาศาสตร์และเทคโนโลยีแห่งชาติกับกรมทรัพย์สินทางปัญญา เมื่อวันที่ 19 กันยายน 2554 • Rule of the Office of the Prime Minister on the Creative Economy Fund, B.E. 2554 (2010), entering into force on 5th March 2011 • Participation by the Department of Intellectual Property in the 36th Meeting of the ASEAN Working Group on Intellectual Property Co-operation (AWGIPC), a forum for discussing and exchanging co-operation on intellectual property amongst ASEAN members and preparing readiness for transformation into the ASEAN Economic Community (AEC), followed by Thailand and other ASEAN members preparing the ASEAN IPR Action Plan 2011 – 2015 • Appointment of the National Intellectual Property Policy Committee, chaired by Prime Minister and tasked with the determination of policies and strategies in connection with the prevention and suppression of intellectual property infringement • Preparation of training courses on intellectual property management for vocational education and tertiary education, followed by the ceremony for handing over the completed training courses to agencies concerned on 2nd May 2010 • Conclusion of a Memorandum of Understanding on Co-operation in connection with the development of intellectual property work related to science, technology and innovation between the National Science and Techn
